I agree the real issue is the purpose and intent behind this proposed bill. Like many of you I highly doubt the effectiveness of this proposal since much of the newly classified "national treasured artwork" has been out of Japan for well over 30 years. Talk about too little too late. SMH. ...

True, but the issue is not the cost to buyers, it is whether this 'bill' will effectively stop the sale and export of anime art. The cost is a result not the cause, right?

Doubt it will impact me that much. Rarely see cels from series I collect anymore since most are locked away for decades now. Good point. The quality of the animation has dramatically changed. In some ways the animation itself is more fluid but I find it is often waaay too exaggerated something that I feel detracts from the movements and even storyline. It could be a mismatched multi-layer but it is from the correct scene.

Besides not liking the insane and nearly criminal overpriced cel prices on ebay, I've been wondering if the hobby would benefit or be not, by having an official standard to grade and/or price cels? Just realized with the decrease in cel inventory I have not bought much in the last five years. Probably b/c I believe in quality over quantity. So for now I just raise money by selling items and sometimes from diverting profits from using options and dividend portfolio. Has anyone done this too?
