Action/Horror/Violent/Psychological:
I'd recommend Monster. It's a really great series with all of the above elements to some degree. The only downside is that's it's a little long at 72 or so episodes.

I'm skeptical about cels as an investment in general. But I bet some particularly influential series' cels will hold up in terms of value and slowly increase over time.

Ghibli movies, Akira, Evangelion, maybe GitS...
Maybe some high-end DBZ. Anything really important.

Yeah, a blank acetate layer is the way to go. Then you can do what you want with it.

In fact, years ago I got a blank layer of acetate autographed by the character designer of Cowboy Bebop and I still don't have a cel to go with it!
