Is the black area outside the character a layer black cel too?

I got the only cel I bidded on from the bwa auction today, glad the final price of 25,400 is much lower than I expect. The one before I wasn't interest but it goes beyond 100k yen. Im really a fan of voltes v and daimos cartoon.

Id definitely let the japanese VA signed on my cels anytime. Letting someone signed on a blank acetate and displaying infront of a cel for me has no meaning and feels very fake. Value wise, a cel is not done by unique painters so having it signed by Original Creator and VA is the closest authenticit...
