Looks like it could be that symptom of VS maybe. Not sure if you can really remove it easily.

I would be hesitant to try anything with chemicals, so maybe try some distilled water? Do you have a picture? Just curious if you ever received your cel back from Cel Oasis. Did they actually fix your cel and honor their claim of halting VS? (I've often heard that once VS starts, it cannot be stopped. So i'm wondering: do I seriously lower the price as I wanted to sell it before the VS took place (and of course say that it has VS)? Or do I send it for restoration with a couple of other older pieces to Cel Oasis? Mmh difficult to decide what's best for the cel and for me... I guess it depends on ...

And even if the seller doesn't specify, it's easy to tell when you receive the cel. The copy background will always be a thin piece of paper, while the original is a much thicker paper with actual paint on it. And remember, original background does not mean it is actually a matching background.
