Actually, that is Krillin in final transformation. He's only seen briefly like this in the bedroom with 18. Why did you think they're together? 
I think labeling errors in that figure line weren't that uncommon.
I wonder, if I magic markered Goku's name on a Vegeta figure, could I sell it for $500? Rare name change! Cosplaying Goku j/k
