I really don't know how expensive Scooby cels run, because I haven't seen too many nice ones. I have seen some being sold for $450, but they were from Scooby Doo and the Boo Brothers (made in the 1980's) and they were signed by Hanna and Barbara. The limited editions seem to be priced high, but I never see people bidding on them. I bought an original sketch by Iwao Takamoto, the creater of Scooby Doo, for what I thought was an amazing price. It is even signed by him. I have seen his sketches on Ebay selling between $195 and $350.
Hanna-Barbara produced animation with a limited technique to save time and money - that is they used less frames per second and re-used sequences over and over again when they could. That is why this group of cels is so expensive. Its a run cycle used over and over again, not only thoughout the Scooby Doo Where Are You series, but during the opening as well.
If it is authentic, it is THE iconographic Scooby cel. Just the fact that it has five layers, one for each of the characters with all of them matching up would make it expensive. But its that SCENE, the classic sequence of all the characters running away from the monster (can't you just hear the music from the show playing in you ears when you look at that cel?)
I am wondering if it is really from the Scooby Doo Where Are You series and not one of the later ones like The New Scooby Doo Movies or Scooby and Scrappy Doo. If it's not from the first series it would still be worth a lot, but OMG cels from the first series are hard to find, especially great looking ones. With Scooby being so old and with the limited animation technique used by Hanna-Barbara, a lot of the time Scooby cels from the older series don't look very nice.
When I first saw the shippng cost I thought, "You've got to be kidding me!" But if you look at the photo of the group of cels altogether, it is a HUGE pan cel. Its very very long, allowing for the gang to complete the full run cycle. Since its such a huge group of cels and a weird shape, I'm sure the shipping costs could be that high.
Scooby Doo is such a beloved character to millions of people around the world - I think maybe the most recognized animated character after Mickey Mouse. Even though I can't afford this cel, it makes me happy to know that cels of this kind do exist out there somewhere! And someday I might actually have the income to pursue them!

When I was hunting for one to hang on my daughter's wall, I found fairly recent (20 years or less), good Tom and Jerry cels in the double digits, but they moved into the quadruple digits for the vintage stuff from the 50s. So yeah, anything from $50 to $1500 and up for standard shots. I didn't see any OPs or other bank type stuff, though, so I can't even guess at those.
However, those are dealer prices. I don't remember finding anything that interested me at the time on eBay.
