How long does a user have to pay before you should start getting worried?

How long does a user have to pay before you should start getting worried?
There is a friend/collector that I know that lives in IL... last time I spoke with her she said they were having outages and that was a few days ago. Is this still going on? I'm not sure, I think most areas have their power back if they had their power knocked out. Chicago seemed the slowest to get theirs back though. I just got an e-mail from her today ^_^ I was worried! LOl She said the power thing has been happening out there.
