Paypal's Expanded Use Program...

Hi folks,
I would like to lift the withdrawal limit on my Paypal account. One of the choices to do this is by enrolling in the Expanded Use Program. Does anyone know what this is for? It doesn't seem obvious to me. I await further enlightenment.

Not a clue.
But if you link it to your checking account, there are perks for that...
