Damn, your neighbor sounds almost exactly like the one I had when living in TX. 
He'd always be peeking over the fence, watching me and the dogs when I'd be out with them ... but he never actually SAID anything to me, just watched. 
We rarely left our dogs outside, simply because our Pit Bull could jump over the 6ft fences without even touching them. Heh. 
We actually talked to him only twice. One time after (he said) his dog died and he wanted to .... borrow our Lab mix puppy. How freaky is THAT to ask to borrow someones pet? O_o The other time he bitched that our grass in the back yard hadn't been cut in 10 days - this when I was in the hospital and Luc was running between home, the hospital and work. Asshole.
I am so sorry about what happened, and I really hope he does move. If he doesn't I would DEFINITELY get out of there before things escalate even more. It's a very frightening situation.
