It is a beautiful cel and you finally got it, so just frame it and try to forget that it was "adjusted". Kizuna cels are not really expensive, so there isn't a huge loss in value.
Remember it is still beautiful, if you are really unhappy I would be willing to take it off your hands

yes you're right ... I should forget about it and be happy that it's finally there ... I literally gasped out loud and said unkind things! 
But like startyde, my husband and I immediately thought "yeah, because if she'd left the sequence number on it, you'd have proof that it's the same cel she sold you before"!
She'd better send the money back. rar.
I'd like you to send me their userid on ebay so I can boycott them. Permanently.
Now, that all said... it IS a gorgeous cel still, and will look just fabulous in a frame! Frame it and give it to your mother that way on her birthday. Let her enjoy it first, then tell her the "rest of the story". I'm sure she'll be thankful for finally getting that Dream Image no matter what.
