This is too funny I called my parents last night and my dad said "just role a die and decide!" and I sad "I don't want to decide my biggest decision of my career by a die!"
So jan ken pon is not really better than rolling a die.....
At first I thought it may be best to move to UK because you get paid more- we really only work for the money don't we? If cost of living is easier, you can spend extra money on visiting your family back home, and but more cels & nice things.
However, the comment about 5 members of staff leaving is a big question mark. That worries me. It would be good to know exactly WHY they left, you don't want to find that soon after starting, your wages are cut, you get less holiday, the people aren't nice and your colleagues have low morale.
I think that NCSU has more positive features.
You won't have to move which saves a LOT of stress. If you have friends there, no need to move. There's no point living elsewhere in the hope that you will make new friends. It can be a big gamble moving like this. How many friends do you need? My invisible friend, Rodney, is the only friend I need; I'm quite happy with one ^__^
If NCSU is more flexible and you already know that the people are friendly, that is a better position to be in.
You are at work for a long time so it should be happy place to be and you need to feel comfortable.

It depends on how you define "friends. " Do you mean acquantainces or the rare few who I know well and trust?

On the cons:
Kentucky sounds great, but the heavy staff change sounds worrisome. Sometimes that happens when a department re-organises (which can be good), someimes beacuse there is internal strife. When I was in grad school, a new chairman was brought in and the whole department went through major changes. A lot of staff left, but the new people brought in were really strong and made the department more interesting. I would try to find out a little more if possible about what might be going on in the department. The big con for the other job is the heavy teaching load. Is there a chance they would reduce the load? I think the ultimate decision should be based on where you think you could happily stay for years. It would be bad to choose a place and find out that the department is in turmoil or that the school expects you to shoulder impossible workloads.

Some update I negociated both and UK increased start-up package and NCSU included one month bonus. So:
UK: Now I have giganto funds for research, plus one month summer salary (additional salary) for 2 years (plus a desk top and a laptop).
NCSU: one month bonus when I get to NCSU....
Now the biggest attraction for NCSU is I can hire a slave..... no no no it is called a postdoc Also it might be possible to get two year postdoc instead of one year. This sounds really great!
