I thought it was kind of cool. Apparently it's some sort of interactive movie at a theme park or something. Not really sure. It's got the characters from One Piece combined with those of Dragonball Z! Somebody watching it filmed it with their video camera. I do believe only PART 2 has the dbz characters in it.
