How will the new CPSIA affect us?

Post by Zag »

I know many cel collectors (like me) also collect little toys, gashapons, transformers, candy toys etc...

Starting Feb 10 (yes, next Monday!) we may not be able to buy/import
older or classic toys.

A simple Google search for "consumer products safety improvement act" brings up a lot of legal mojo-jojo talking websits including the cpsc.gov site.

From what I can read of this (and PLEASE correct me if i'm wrong, I'm begging you!) anything geared for children under 12 (clothes, art supplies, toys, books) have to have been tested for lead and passed to be sold. This law is RETRO-ACTIVE. This means, if you have Barbies from the 1970's YOU CAN'T SELL THEM ANYMORE UNLESS YOU HAVE A SERIES OF EXPENSIVE TESTS DONE. I say a series, because it looks like you have to have each individual component tested. Her hair, the paint on her face, the doll base, the clothing, dye and paint used on the clothing, any decorative sequins, etc. etc.. EACH ONE SEPERATELY, and from what I've read the test is like $1k a pop.

This looks like it will be a major issue for vintage toy/book/game collectors.

Discuss? And PLEASE, if I've gotten it worng, tell me.

man thats got to be wrong, i mean how on earth can they police that (perhaps for new toys coming from overseas but how can they police it here)?
they have a hard enough time dealing w/ drug dealers and God knows what kinda criminals here... theyre seriously going to add "vintage toys" to that list too??? :|

I've yet to see anything that says it's retroactive. It was only supposed to apply to items manufactured on or after a specific date (originally Nov 12, 2008). In fact, I had emailed one of the people working on it (JSharp@nsf.org) who specifically said that vintage collectibles wouldn't be subject to the requirements in the law.
In general, collector’s items would not be considered children’s products or toys, and therefore would not be subject to the requirements in the law.

what will they consider vintage items. The whole process is at their disgression. And who or how many people will be looking at these items when they come into the country? What about workers who have an untrained eye for 'in the box collectables' thinking its the latest barbie doll for your 3 year old? scary thought
