From the little bit of searching I did, I think that chocchi is a slang/regional variation of chotto. This site is kind of polling these people asking them if they use chocchi for chotto: http://kotonoha.cc/no/132922
So it could mean something like "Just a little bit, ok?" I can't remember if Ranma's dad is a perv or not, but it might work in that context... I'm not 100% sure, though.

It might make sense in the context as "Hey, wait a minute, OK?". I believe that this sign is from a deleted scene. I think the scene was intended to be either just after the surprise announcement of Kasumi (who was not a contest participant but the assistant to Soun & Genma) as the winner or just before the ghost cat and Tsubasa come rushing into the stage area, leaving things in a shambles. In either situation, the sign might make sense as Genma either expresses surprise at the contest result or reacts to the onrushing group heading for the stage.
