At the EZBoard that I'm at we pretty much give out titles to whoever asks for them. The only restrictions being that their name can't be too crude/political, they can't have a regular board title (or someone elses) and their name has to be below a certain length. More of us have more custom titles than regular titles. Although I'm not sure if that's an ideal situation since it kind of defeats the purpose of having regular board titles. But everyone seems happy to have their own title so that's good.
