The katakana seems to read "Wing Comic Anthology project." From what I get, the cel is an original hanken, though it lacks the douga and the other sheets that come with it are copies. Nice item for a GW lover!

I sent 2 sets of questions on this to Mandarake and found out this:

"This is a cel for Wing Comic Anthology Project 01 book cover.
The genga is a copy.

We do not considered it as hanken cel.

No original sketches. All lines are printed. Hand colored. on printed lines."

I guess I didn't phrase my questions well enough to find out exact what type of cel it is.
Is it like a repro cel if it's not a hanken? I really don't want to email them again.

Anyone have ideas on this?

Does sound from the answers that more than one might have been made. In which case it is a small scale repro cel.

Doesn't this essentially mean that it was made the same way most production cels are made? (Xeroxed lines on acetate) I didn't think hanken cels were made that way, generally speaking -- the hankens I've seen appear to have traced, hand drawn lines instead. Sounds like it's some sort of test cel, maybe? (As sensei suggested, perhaps more than one were made).

Side note: Can anyone identify this "comic anthology" it was used for? The image doesn't appear in any of the GW art books that I have, though most of mine are pretty dang old, and I know I don't have every single GW artbook in existence. EDIT: nvm. Found the book: http://page8.auctions.yahoo.co.jp/jp/auction/h136660073

And at the moment, boy am I glad I can't stand Duo. :rollin Though if it were Heero, ya'll would be paying a small fortune to beat me for it. LOL. Good luck to any Duo fans going after him, though.

I wouldn't rule out hanken based on photocopied lines alone. I have a couple of hankens from Captain Tylor and Escaflowne that have photocopied lines. They are definitely not reproductions, and one even came with the matching gengas. Like other cels, the type of lines they have may have more to do with what year they were made.

Whether it turns out to be a repro or a hanken, it is sure pretty and would be an asset to any collection. :)

Let us know what type of cel it is if you get it. I am very curious. Mandarake does not call it a hanken, but then semi-describes it as a hanken. That can be the frustrating part of bidding in Japanese auctions. Sometimes you don't know what you are bidding on so it is hard to put down a number.
