To answer the "hanken" question . . .
A hanken cel is a cel that is used on official merchandise with official copyright permission. Hanken literally translates to "copyright." As a doujinshi anthology typically has no official permission, you couldn't call a cel used to make the cover a hanken cel.
But in terms of what is was used for, it is comparable.
