I'm pretty sure the unknown cel is from Transformers. It looks like one of the bots that turns into a jet fighter.

I don't think that unknown cel is Transformers (one big indication would be
his lack of Autobot or Decepticon insignia). But I'm more of a G1 fan tho,
so I could be wrong. He just doesn't resemble the major jetfighter
characters (Starscream, Thundercracker, Skywarp, Ramjet, Thrust, Dirge, etc)

yeah, I did note that there wasn't a good/evil sign on him. But it seems he can turn into some kind of flying mech.

I should admit; it was a guess at best. I was only trying to help.

It's probably one from of the Brave Saga series by Sunrise. The designs look almost EXACTLY like transformers.
