Mages and Mystery (ID Help Please)

I grabbed a few cels on YJ here while back as a set. I recognized one character, but the others were unknown to both me and the seller. I was hoping someone here might recognize them.

VIII/Eight

Baffled. No clue at all. Roman number VIII, that's all I've got to go on. Seems to be a bit agitated here.

I'm really curious about this cel. I typically don't collect magical characters, but this one came along with the set. I don't know about you, but I can't help but wonder what this joker is up to. I've got a sneaking suspicion he's planning to put the hurts on someone off camera. The clothing style is really interesting. Sort of looks like Santa Claus meets Russian winter traveller.

I was really hoping someone would recognize this character, with magical characters seeming to be fairly popular as of late.

Does the drawing style lend itself to any particular studio/animator?
