Help me identify this cel!

I am one of those neat freaks that likes everything to be in their proper place. I'd really like this cel to be ID'd and given a new home in my gallery...

I've seen other cels of characters wearing a tiara similar to hers, but I don't know which show it's from. I hope someone out there can help me!!!!
