Who is this cute little tyke?

Howdy!

I noticed this cel on Mandarake's BWA(don't worry, I'm not after it) and I've been wracking my brain wondering who this cute little kiddo is:

I'm pretty sure that this isn't Chibi Rei-chan and judging by the artwork, I would place her in the Sailormoon R season.

She is actually some sort of psychic from the first season ^.^ The episode was actually cut out of the English version of Sailor Moon. It is episode #20 Oh Summer, Sea, Holiday! And Ghosts, too. Usagi, Rei, and Ami go to the sea and visit this scary mansion in which ghosts reside. I cannot remember much more about the plot or about the little girl psychic but I do remember that she was in trouble (definitely the episode victim) and the scouts, of course, are conveniently there to help ^.^ Anyone else remember a bit more? *I really must buy the first season in japanese!*

I dont remember the ep number but it is when they go stay at a mansion near the beach for a trip. That little girls dad is controling her to be a more powerful psychic and is really mean to her and doesnt let her do anything.

By the end of the ep the dad realizes (of course with the help of the scouts) that he was in the wrong and such. Really cute ep
