The bottom says "To Takada-san", but as for the signature itself, it's really hard to tell. Do you know what series it is supposed to be from? That can help you narrow it down. It looks more like a woman's signature... If it is supposed to be a voice actress, a lot of Japanese anime magazines or voice actor magazines have guidebooks every year that features the voice actors and their signatures. I've been able to ID some shikishi from these type of guidebooks before.
The first kanji looks like a fancy way to write 桃 (momo) to me. I'm stuck on the 2nd half though. I agree, I think it is a female name, possibly first name.

Though I can see why someone would pass it along as an omake to someone who didn't know what it was. Verry eeerie.
Reminds me of the low-budget videotape I got as a gift that shows unedited footage of Pennsylvania State Treasurer Budd Dwyer ending his last press conference in January 1987 by sticking a pistol in his mouth and blowing his brains out in front of the TV cameras.
The event was broadcast live all over SE PA, on a snow day when the kiddies were home from school, though I imagine most of them were watching GI Joe and not some boring press conference; still, there was a very active cycle of sick jokes that went around the elementary and middle schools shortly after, the most popular being "What did Budd Dwyer's wife tell him the morning of the press conference? --Now, honey, don't go shooting your mouth off in public." I published a piece on sick humor, and got this as a little gift of appreciation from a person who said that he just didn't like the idea of the tape being in his apartment any more.
After watching it once, I donated it to the Penn State Library's Special Collections, where I'm sure Budd's vengeful goryo has lots of pals to socialize with.
