I initially thought the white beast/dragon was from Legend Of The Four Kings but that can't be because your cel looks too good for this series

It should be easy enough to find the name of the guy from Inma Seiden- he's probably the only guy in it! I hasten to add that even though I have tons of cels from this short hentai OVA, I've never watched it or have it available... Having done a brief Google search on the series & characters I couldn't find out anything but I know the info is out there somewhere!
