Unknown Cel ID?

Sorry if I've posted this in the wrong place, I've looked around and probably missed where to post this otherwise. ^^;

I got this cel years ago in a grab bag:

And while the cel is okay and all, I actually like the sketch on the back far more (I just wish it wasn't so stuck.) Can anyone identify either of these? The cel has a sequence #, but the sketch does not, instead stating "oki cel" in katakana on the top right instead. Probably a layout/setup sketch.
