Using the nifty translator over at dictionary.com, I got something like:

"There is no animated picture, but when purchasing with the Mandala け, we attach the guarantee."

I've since discovered that "Mandala け" is Mandarake due to the characters in the Jap text, so perhaps they're saying there is no animated picture but they're attaching the authenticity guarantee they got with it from Mandarake?

Someone who understands Japanese can now correct me. XD

Ah, animated picture is the sketch I believe. ^_^ That's what it seems to translate as when I've put descriptions in the translator in the past.

douga translates to "animated picture"
genga translates to "original picture"
seruga translates to "cel picture"

So there is a cel, but no douga.

One thing I noticed about that cel though... his hand. o.O At least I assume it's his. But I can't exactly talk, I have the Kaji with an enlarged hand. XD I think Gainax liked their perspective shots too much.
