I sent Starfighter an email, but in case anyone's wondering, yes, it's from the second time Kero transforms to Kerberos, about 13 minutes into Ep. 48 (Sakura and the Awakened Star Card). It is a nice cel, as most times Kero changes on the fly, and you don't get as good a view of his wings starting to go super-sized.
