I've seen cels like that listed as coming from a "Pia Carrot" game (Pia Carrot 1). But the character designs are so different from the first Pia Carrot anime. But if you look here:

I'm pretty sure that's Satomi, the main character from Pia Carrot 1. Maybe it actually comes from that Saturn game now that I think about it.

I didn't know Pia Carrot had FMV.
