I've seen that image frequently as a wallpaper design. For example:

The cel is different in some ways, notably in the highlights in the hair and gun to make them stand out from the background. But I'd say it's certainly a fancel derived in some way from studio promotional art. If it were an original Bebop hanken, it would be on the BWA going for jillions of yen.

The description says it has a signature. Many fan cel artists will sign their work just to make sure it does not get sold later as the real thing.
