In my experience, a typical TV episode had about 300 cuts, sometimes as few as 275. I have seen some that have gone as high as 360+ cuts (CCS Ep. 69 is one), but none that hit the 400 number. The 2-hour-plus film A Tree of Palme ran past cut Cut 2118; other films may have gone higher but that's hard to determine as normally they used the scene + cut numbering (S. 12 c. 30), and Toei used this numbering format even for TV episodes as well.
So when I find a cel that is identified by cut but not by episode, I do what you do: quickly scan episode after episode around the section where it should come in. A cel from a Cut 150 should be right around the eyecatch, for instance.
