Help! Cel ID: Sailor Moon?

I was fairly certain this must be from Sailor Moon. It was listed a long time ago as such an a Y!J auction.
I cannot figure out where it is from! It looks like a henshin/special effect setup.
The hands are solid black and are painted behind and all around with solid white.
The pencil sketch shows fingernails so the character isn't wearing gloves. It looks to me like it belongs in Sailor Moon R somewhere if it even is from Sailor Moon, but I can't find it!?
Any ideas and help would be much appreciated!
