I'm with the others about signing on a separate layer. Also remember to keep the signature in a separate bag, as the layer might start sticking to your cel (found that out the hard way). I bought a pad of acetate at my local art store, but it looks like it's available online too:

I dislike the idea of having a cel signed, especially not by an American VA. (they didn't create the series or participate in the animation.)
BTW, I have a friend who tried to get a sketch signed by the creator of a newer series and he flatly refused to sign "stolen goods". My friend was absolutely embarrassed (and sad to since they bought the sketch solely for the purpose of having it signed).

Some american VA's do a good job with dubs so I'd probably get one of them to sign my cel if:
1-They did a great job portraying my favorite characters in the series
2-The cel is cheap
But I'd still be hesitant for them to sign it

As far as voice actors go, they (American, Japanese or otherwise) have nothing to do with the creation of a series or its design. They simply bring the character to life in a vocal sense, so if that actor speaks to you (pun intended), then get a signature if you're so inclined. While not terribly interested in voice actor signatures to begin with, I would definitely get the American actor's signature because I prefer dubs. To each his own.

Didn't know if anyone was interested or not. I ended up using another layer of acetate for the signature. I had it signed with a silver oil-based paint pen. Brand name is Pilot. I asked her Japanese VA (Yuko Minaguchi) to sign it.
^_^ The cel is of Nadeshiko Kinomoto.
Now all I need is the background. It's still in japan since it was purchased with a deputy from a different seller. It is a background used in that episode just seconds/acouple minutes before my cel takes place. So.... it should look nice
