Correction Layers: How do I do them, and what do I need

Hi all,
I have a couple of cels in my collection that I think would benefit from adding a correction layer. So, as the subject title suggests, what specifically do I need in terms of cel sheets and pens, and what methods and techniques have you come across that work well?
