What EXACTLY constitutes a Bank cel?

I own a cel that was used twice in two different episodes. Is it a Bank cel? And precisely what makes it Bank? Is it just mean that it was used multiple times in different episodes? Any help would be appreciated! Thanks

From what I always understood is that a Bank sequence was one that was used multipule times in a series so even being repeated once should qualify as a Bank set.

Banks were a "time saving" device to save on labor and time reproducing the same sequence such as a transformation into a magical girl used in Sailor Moon, UFO Princess Valkyrie and others. Bank sequences, Op, Ed & Eyecatch were all "tricks" to reduce the amount of "original" animation that went into the "30 minute less comercials" show produced each week thus reducing the cost per episode.
