after step 2., you can set your crop tool to 640 pixels wide, 480 pixels high and 72 dpi (or whatever dimensions you require). then apply it to your picture. you can also save and name these crop settings so that next time all you have to do is open the image, choose crop tool, select the preset and crop accordingly. voila!

um, won't it just crop (cut off) the picture down to that dimension insead of resize it? or am I missing a funciton of crop that allows you to do this? hmm, might have to try this method when I get a chance

depends on what you're using as a source material and how it's accessed - if its from dvd and you're doing a screen capture by hitting the 'print screen' method or something similar, then no, most likely that image will be properly proportioned. If you're using an AVI / MKV or other downloaded type source, then no, you don't have to do this step either regardless of how you capture (because these sources have already been resized to the proper proportion).
if you use dvd footage and use something that accesses the actual source video data (such as virtualdubmod or most software dvd player screencap functions that I'm familiar with), you will have to resize because the video image data has not been adjusted for play on your computer screen (and hence, you get the 'wide-faced' look like the first image in my previous post).
If I can find a copy of PowerDVD, I'll give it a try and see what kind of image I get out of it
