It's got to be a fan cel and someone has to tell the seller that their translation of original cel is misleading.

But it looks like their english isn't all that great! So I can understand!

Yeah, fancel - anytime I see anything with "circle" in the name, I figure I'm dealing with an amateur, hobby group. Still, I'll have to leave the final decision to the Bleach-ers here, but it looks pretty good.

I think it depends on how you read his description. At first, I thought he was
saying this was done by KUBO TAITO but now that I've re-read it,
it's simply based on an illustration (I'm guessing a screencap?)

It's definitely a fancel. You just have to read very carefully.

The interesting thing about this fan/member/circle cel is that, although it is painted on an acetate cel, it appears to be depicting an image from the manga.
