Fan cel etiquette
It would be nice to be asked for permission if someone did want to base a fancel off a cel of mine, but I'd like to think that it wouldn't worry me unduly either way. I find that the vast majority of fancels are pretty inferior to the original anyway, either in terms of line art or colouring (there are very nice ones around, of course, but they are few and far between). I wouldn't feel threatened because as other people have said, it is a copy, not an original, and after all, it will make someone else who really loves the picture happy.

Fan cel of a screencap, artbook, etc; I don't care -- 99.9% of the time they don't show entire cel anyway; it's a different image. Fancels from my scans, i mind -- they can be confused with the original, especially if the fancel tries to imitate the outer paint edges. This is why I password protected larger images -- I try to keep my publically available scans worse quality than a screenshot, thereby less appealing to copy. I don't want to see any more practically perfect duplicates on ebay, especially when there is risk on questioning who has the original at a later date.
