Tough question. I hate to sound like I'm only repeating the others, but it really depends on the type and extent of the damage and the rarity of the cel's character/scene/etc. Obviously, I like the most pristine and perfect cels possible to get, but...
I'm a scene shopper... and sometimes the only cel from a certian scene simply isn't in good shape. Maybe it's a setup that contains an A1end layer, or maybe the entire image itself is an A1end. Maybe it's a sequence that has very few (or even only one) worthwhile frames. You don't have a choice of wating then. You either want the cel in the shape it's in, or you don't... there isn't another.
However, even in cases where there *is* another cel available (same sequence or comparible one), I'll sometimes pick the damaged one. Maybe the damage is slight and doesn't bother me, or maybe the 10x as much in price is signifigantly more than I'm interested in paying. It all depends on me looking at the cel in question and saying "I really like that image". If I like the image, a little bit of damage usually doesn't stand in my way.
