One of the hardest things about doing good image editing is fitting within the
alloted size limit. It's definitely unfair to allow entries that are allowed to
break the rules. It's one thing to give a little bit of leeway. No one would
argue over 5-10% off...but I've seen entries that are up to ~3.5x the limit in
the rules.

How hard a rule was this to follow? I just took my existing scans, cropped them a little, and then popped them into MS Picture Manager, which has a feature that allows you to shrink to a given pixel dimension (600 in this case). I checked the size, cropped one of my images a little to get it under 100 KB, and I was done. I'm sure most graphic programs have tools that allow you to do this.
If not, there's the old slide-rule: go to Properties and see what your current pixel size is. Take that number and divide 600 by it. What you get is the approx. percentage you need to shrink the picture down to. (Don't divide it by 600 or you'll make your scan larger!)
Golly: I just hand my students' papers back to them ungraded when they're singlespaced or handwritten and say "Do it over."

I used Image Ready to resize and scale down my images. Unfortunately, different programs read data differently, so there is sometimes a difference of 5kb when I view the file elsewhere or through different browsers. But 5kb shouldn't be a big problem when the file in question is 105kb instead of 300kb.
Image Ready comes with Photoshop. It's quick and easy to use. I didn't want to crop away any of the art, so I was forced to compress the images. Compression affects the quality of the image negatively, so if someone else sent in images larger than mine and without compression, then that person has an aesthetic advantage over those of us who obeyed the rules. How exactly is that fair?
I'm not saying the vote will be decided by compression. It won't be. But rules are rules and those of us who took the time to submit images within the guidelines feel like we wasted our time if it "really didn't matter because others didn't bother."

No, I will not resize the images. I will not disqualify the images. They will stay exactly as they are. The size rule was made for two reasons
1. Since all images were previously placed on one page, it helped with viewing by keeping the width under 1200p wide, to avoid the need for acrolling left and right.
2. It also kept file sizes down so it would not take five minutes for a page to load in dial-up.
Neither of these things are a factor any longer, so I made a judgement call.
Now, on to new business. I forgot to upload one members entries(must have missed them for some reason), so the categories of masculine and couple will be raised to 26 entries. It is only fair, since this person did enter their cels early. And I will not take out an entry, since they did enter it in good faith and it was my fault for the error.
I must say that there seems to be a negative attitude taking over this board. I have received some very nasty emails about the awards, which completely baffles me. For one thing, no money is involved. Also, it takes very little effort on your part to enter the awards. I even received an annonymous email from some loser asking me to remove a selection. Let's keep this fun, and try and let the little things go.

Wow . . . . I was one of those bakas that sent Brian the images in 100+ kb without even realizing it. Well, in my defense, I have been in medical school for the past week for well over 60 hours and only have about 5 minute intervals of Internet time to submit everything. So, I am guessing that others who did that did not do it intentionally either.
But, Brian has been extremely patient with everyone. Major kudos to Brain!

Brian has done an excellent job, both in the past and present, setting up this event. I just don't understand the hurt feelings that arise in an anime cel contest.

There are far greater tragedies to worry about out there other than who wins what Cloudy award. Have fun with this, and leave Brian alone when it comes to the petty stuff. Jeez.

My impression from a few screens back was that we were SUPPOSED to resize the images -- given that it was Blueheaven who mentioned it. In my case, resizing them really does reduce the clarity, and therefore the scans just don't look as good.
On the other hand, having looked at everything in there I would say that I stand about as much chance of winning as the proverbial snowball in the hot place
So it really doesn't matter much! 
There's some REALLY nice stuff up there!
