Can any of you ID where this Nabiki cel comes from?

The price is really impressively high, especially for a Nabiki. I don't recognize the scene at all, and I'm primarily a Nabiki collector when it comes to Ranma cels. I'm fairly confident it isn't from the TV series or OVAs and I can't recall it in the movies, though I could be wrong. It's not from the Nabiki "Tendo Family Special" as far as I can tell. I thought it was a hanken at first, but the douga has pan cel markings, so it must've been filmed... Anyone know where it's from and why it'd command such a high price?
