My take on the whole Nen deal is that those who have been issued Hunters Liscence are essentially required to know it to perform their...err..."Hunter duties" for lack of a better term. The situations that most Hunters put themselves in are perilous, and the usage of nen can often times pull them through those sticky situations. So it's pretty much an unwritten rule that one must know nen to be a full-fledged Hunter.
People who are not Hunters can also learn nen (Hisoka & Illumi pre-Hunter certification and Scuwala for example) so pretty much anybody can learn nen. But the fact in the HxH world is that the masses in general do not know about nen. Wing went into this in detail while explaining the dangers of nen when he showed Zushi that he could use a piece of paper as a weapon. So nen itself isn't widely taught because of the amount of dangerous individuals it can produce.

LOL that is Yoshihiro Togashi (the creator of Yu Yu Hakusho and HxH) integrating himself into his own Anime

Here's a little Wikipedia reference to it:

In the first appearance, he gives the audience some very tangential exposition about Hisoka's childhood, and in the second appearance he gives the audience a brief, public-service-announcement-style warning about the perils of online auctions. Both appearances are completely superfluous to the plot, and the main characters are oblivious to his presence...
Heck, if I had made a few blockbuster mangas and animes I'd sure as heck try and fit myself somewhere in the spotlight too
