That looks very much like a game CG to me.
My first impression on viewing that is that it comes from a Kazue Yamamoto character designed Studio e.go game CG. Her artwork is pretty easy to spot - she enjoys putting fine hair and clothes detail and "moonlight glow" on her characters.

But it's often difficult to see her original character designs because her character designs get adapted by others so that they can be put onto anime, products such as shitiajiki, phone cards, etc. So if you compare THOSE character designs with the ones she created for the games the two of them are going to look different from each other.
Kazue Yamamoto's original game character designs were adapted for the anime of Izumo OVA, Izumo TV series, Castle Fantasia (I know there's at least one anime made from the Castle Fantasia series, there might be two. I got that anime piece by piece), Wind of Ebenbourg and Angel's Feather. I don't think any of the anime come close to capturing the spirit of her game artwork though.
When someone adapts her original character designs to anime form, the character's eyes are frequently drawn larger than hers (when their eyes were narrow to begin with), a LOT of detail is lost and the characters no longer "glow".
