I only found out about this a few days ago and knowing there had to be a thread on beta discussing the project, figured I'd add the imdb link for the film.
http://www.imdb.com/title/tt1098327/
Chow Yun Fat as Master Roshi?? That's actually pretty darn cool. And they list Akira Toriyama as a writer, which gives me hope. Although perhaps he is listed simply because the script is based on his manga. It's good to see they are starting with the Picollo saga, which would properly set up the relationship between the characters for the Saiyan Saga, if and when they should ever turn this into a franchise. (Which I'd bet good money they would like to do.)
At www.daizex.com they mention a myspace blog post from Emily Rossum, who has been cast as Bulma:
Sorry I've been rather quiet for a bit, I've been working on a very exciting new film that I'm shooting outside the US. I'm working with the great Chow Yun Fat and I'm very excited about the role, which is so different than any role I've ever played. I love the character and I'm excited to get to share something so fun with you. In prep for the film I've been training very hard, learning how to fight, fire a gun, weapons training and even some martial arts. It's fun to play such a different character when I am such a pacifist in real life. Speaking of pacifisim and peace, I want to wish everyone a happy, healthy holiday and New Year.
Like a lot of people, I'm skeptical if it's even possible to pull off a live action Dragonball film, but from what I've read so far, this project has a lot of potential.

Why do people insist on F...ing good things up. From shitty dubs to a live action movie with horrible actors (besides Chow Yun Fat....He's great).
How many years has it been since DBZ finished? and they still insist on F...ing it up.
Well.....congratu....F#$%ing...lations....you've just found a way to F up one of the best anime series I grew up with. So, for what it's worth, here's to the people that came up with the idea and those who made it happen........

An excerpt from a TV Guide interview with James Marsters, the actor playing Picollo.
Source: http://news.toonzone.net/article.php?ID=20919
In the January 21-28, 2008 issue of TV Guide actor James Marsters (Spike, Buffy/Angel, Brainiac, Smallvile) spoke about his involvement in ‘Dragonball’, a live action adaptation of the Weekly Shonen JUMP title by Akira Toriyama (directed and written by James Wong):
“Oh, Dragonball is the coolest television cartoon in the last 50, 000 years. It’s got a Shakespearean sense of good and evil. The movie has incredible action scenes with characters with unbelieveable powers. It’s going to be really visually exciting.”
I dunno guys, I'm feeling pretty good about this project. The fact they have Chow Yun Fat on board and other actors are taking their roles seriously (for another example, see Emily Rossum's blog post above) leads me to believe the entire project is being approached with a fairly high amount of respect. Of course the anime/manga story will be simplified due to the nature of condensing hundreds of episodes into two hours of film, still I think the most important thing isn't the minor details, but to stay true to the essence of the characters and overall story. With the right visual effects, great writing and dedicated acting, I think they might just be able to transfer the appeal of Dragonball into live action.
I'm really looking forward to seeing any clips and/or teasers for the film!

Perhaps a trilogy, but ain't no way in heck there won't be a Vegeta Saga in there. This whole film reeks of setting up the introduction of Mr. Princey Pants himself.
In this movie, they are begining with Goku as a young adult and revealing the fact he is a Saiyan, but the filmmakers aren't starting the series with Vegeta (which if there was to be only one film, they would certainly include the fan favorite Prince of all Saiyans). This leads me to believe Vegeta is coming...
They just have to ensure the franchise is marketable first.
Maybe I'm biased, but if that's the case, I'm glad they are building up to Vegeta's storyline. I think the most dynamic aspects of Dragonball Z have to do with his hero's journey. I've always thought Vegeta's struggle if taken to the next level, would be amazing in live action...but it has to be done just right.
