I have no clue what anime/manga this is from but it grabbed my full attention and now I would like to watch or read this one.
I am really out of touch with newer animes and I do mean REALLY out of touch so any help is completely and totally appreciated!!

I wish I could but I just stumbled upon it. Not even sure what I was searching for. Whoever made it did a great job in pinging one's interest visually and verbally, just wish they added the anime/manga *cries*!!

Had a quick look at Vampiric Melancholies photobucket ablums with no answers. Nice collection of artwork.
Anyway for my answer who's this character is just by looking at Vampiric Melancholies works = "Lavi" D.Gray-Man, without that head band.

Scrap Lavi bit, instead "Lelouch Lamperouge" was the answer from Engix.
I never seen the show yet, called "somethink-somethink" when I remember it -grrrrrrrrr-

I had seen Code Geass but as you can see even so I was lost as to who it could have been, lol!! Now knowing who it is the saying really fits him!! Thanks everyone for your help, I truly appreciate it
