Proposed Rule Change: Challenges during/after viewing

Voting in the 2013 Contest was delayed 24 hours because a cel's eligibility was challenged a few hours before viewing ended and voting was set to begin. This did not lead to any serious disruption this time around, but the organizers felt that the delay was avoidable.

Thus, along the principle of the current NFL rule that limits coaches from challenging referees' calls after the 2 minute warning, so as to bring games to orderly conclusions without time-consuming delays, we propose the following rule at the end of "Submission Rules."

10. All cels placed in competition will be available for any registered member of Anime-Beta to view for an extended period of time prior to voting. Challenges to a cel's eligibility shall be lodged with the coordinator prior to 24 hours before voting is set to begin. If a cel is ruled ineligible, the contestant will be given the opportunity to replace it with a new cel in the same or in any other category. Once the contest is within 24 hours of the start of voting, challenges will be considered only if they involve an overt intent to cheat or to deceive.

This is a good rule, in my opinion. I believe that all AB-ers have the right intentions when entering, so having this limit and buffer period allow for members to submit a new entry to replace anything they might have entered that they didn't know broke a rule.
