It's true that if you have a sketch on thin yellow (or green) sketch paper, it's a rough. Or maybe a shuusei -- the rough usually is done before the genga as a guide to the key artist, and the shuusei is done afterwards as a correction ("shuusei").
But I have also seen many roughs done on white paper, particularly on layout paper, and particularly for CGI series. I tend to use the term "genzu" for these.

Keys' Little Anime Cel FAQ explains, the term "genzu" contains the same first character as "genga" ("original" + "drawing") and adds a second character that means "plan" or "map-out." So it signifies a "thinking out loud on paper" planning drawing that could fit in anywhere during the early layout/rough/genga animation process.
The best way to spot whether a genzu is a copy or not is to look at the colors. Most genzu are done with a variety of colored pencils, where the animator very quickly outlines the pose of the character in gray, green, red, orange, yellow, or etc. Then with a graphite pencil, the artist will refine the details of the face, contours of clothing, etc. Even ones done just in graphite will show much more variation in the shading of the pencil strokes than a contrasty photocopy can reproduce.
Yeah, from the scan, those are obviously copies. But keep your eyes open, since stacks of genzu sometimes go for decently reasonable prices. I sometimes think they are the contents of an animator's circular file at the end of the day.
