I had seen that auction during x-mas time, was dying laughing. Anywho, it's from Episode 37: Santa is the town's great robber! of the anime Genki Bakuhatsu Ganbaruger.

There was another cel (below) sold last month from this same sequence that shows the witch poking Nike (boy in above pic) in the rear with a bamboo stick. I forgot to bid on that auction and someone won it. If I had won then I would love to have bid for this cel so both cels would tell his story, lol.
