What are these character's names??

I have a couple cels that I know what series
they are from, but can't think of the character's
name.

Wicked City cel:

The VHD character is Grove.

Thanks for the help guys. I got both of these cels
from my friend Rosemary to sell on eBay, but I
didn't know who either was. Now I can go ahead
and list tem.

By the way Krafty, not sure what you mean by
Wicked City setup. This came as a cel all by itself.
There was no sketch or anything else, just the cel.

Ah, Gonzai, when I saw your picture of the Wicked City cel with a background above I assumed it was from the movie. I didn't think the dark wall background was from that scene [it's been 10 years since I saw the movie], but thought it may be from another scene in Wicked City. Apologies for my assumption. It's still nice though!

Well, I was wrong - it did come with the background,
however, knowing nothing about Wicked City, I don't
have a clue if the background is matching or not.
