Extremely interesting, I own an EVA01 cel with a similar blury printed background technic to save money during the camera shot.

I don't think it's always done to save money. Often the production team produces a watercolor background, scans it, and then digitally manipulates it to get a blurry effect or some other effects that they want. This wouldn't normally be possible with a simple watercolor background and because they add the digital processing step to the process I imagine it costs a little bit more.
Sometimes they do reuse old backgrounds to blur and in those cases they would save money, but this is not always the case.
