Can this cel still be saved?
Literally the most puckered cel I've ever seen, the distorted surface, even a hardcover textbook on top of it cannot fix during a scan. There is a strong smell that seem to be a mix of vinegar and paint, but perhaps more paint than vinegar. Will this cel remain like this forever?

I don't think there's a way to repair extensive vinegar syndrome, if that's what's going on here. The cellulose and vinegar have separated warping it. Microchamber paper might be able to slow it down. Don't put it near other artwork or the fumes will spread it to them.

I would contact SRLABS to see if there might be anything to be done to reverse or at stop the process.
