Heh. Good topic. My collection is full of big-time losers:
Alcyone in MKR: doesn't stop the Magic Knights, doesn't keep Debonaire's secret, gets dematerialized by a curse.
Meilin in CCS: No magic, no cooking skills, loses boyfriend. Still one of my all-time favorite characters. Heh. She's not losing in this cel.
Palme in AToP: turns back into a tree before he gets to Soma to fulfill his mission, loses chance to become a real little boy and have a real little girlfriend. [Insert stupid "woody" joke here.]
Dispel in TnN: fails to prevent Noelle from flying, gets done in with Hitchcock scissors.
Sakura in HP: fails to consume Natsumi and grow out her ninth magical fox tail.
Yoki in Mushishi: loses his real mom in a landslide, then loses his adoptive mom to hungry mushi, in futile effort to save her loses his home, his name, his memories, and his left eye.
Nevertheless, as I understand the values of anime, the only real losers are the ones who don't give everything they've got to win. By that token, all of the above are champions in my eyes.

V-Darn was actually easy, since his is pretty much the stereotype of a loser villain in anime. The other loser from my gallery is Anju from Marmalade Boy. Her situation is different in that she isn't in control over some some of the situation that make her a loser.
Even for the aspects has more control over she believes she will not, or should not, win and is too kind a person to compete.
